I am planning to go to Innsbruck in January for the scenery. I definitely do not ski. What would be the best places to visit/go up as I do want to get a good view of the mountains all covered in snow. I will be travelling by railpass and will not have a car.

Hi, no worries on the non ski issue, there are plenty of cable cars to take you to the peaks and at the top there is the mountain hut to have lunch. You could rent snow shoes and walk around at the hut but be sure to stay off the groomed slopes and be careful if you do not have much experience.
More than half the people in the city in Jan.do not ski. There are great sleding runs set up as well, they call it rodeling, recommended. From the main town you can catch the cable car up. There is the S ban and buses to get to other areas, Go to a couple to the ski sites and study the lift maps that will make you getting around and get the great views.

fromthe center of Innsbruck next to the Congress center is the Nordpark lifts-
fantastic views , food and drink too.
nice sleigh rides - many like the torch light walks too.

We also enjoyed the Alpine Zoo when we visited in January.
