General questions listed here are often useful to others in addition to the poster.
Regarding travelers checks- I must assume that country banks would often be less likely to cash checks as they also do not wish the paper work with small commission earned.
Most european travelers use their home bank card - like a debit card to access their money. Thus banks do not see many travelers checks anymore.
Country towns that cater to many tourists may be slightly more likely to exchange.
I would advise to try the larger cities like Vienna, Salzburg , Innsbruck - much more likely to have success. When attempting to cash the checks bring your passport and only sign the checks in front of bank personnel.
