Does the 72 hour Vienna (€ 13,60) card cover the trip from the airport to the city center? Does it cover the CAT as well as the Sbahn? Can it be bought from a ticket machine (ÖBB or other) at the airport?

The card only covers travel within the city boundaries. You can use it towards that portion of your S Bahn journey, but will require a €1.70 supplementary ticket for the section from the airport to the city boundary. Both tickets can be bought from machines at the airport. Sadly the card does not count towards the CAT which is run independently and is only a few minutes quicker than the S bahn anyway.
